This section was created in order to assist potential contractors for the Director of Surveys. Included is information on changes in our contract regarding Occupational Health and Safety issues along with insurance requirements.

Occupational Health and Safety Issues

Note that the Director of Surveys considers surveying as hazardous work.

Commencing April 1, 2001, contractors will require a "Certificate of Recognition" to bid on all Requests for Proposals and Tenders to perform hazardous work for the Department. As mentioned previously, a valid "Certificate of Recognition" assures us that you have an effective health and safety program in place. You should also be aware that if you pay WCB premiums you will also be eligible to participate in "Partners in Injury Reduction", an incentive program, through which you may reduce your WCB costs by 5% to 20%. You should call your employer representative with the Workers' Compensation Board to find out more about this program.

Since you will be performing hazardous work for the department one clause in the contract assigns you "Prime Contractor" in accordance with section 2.1 of the Occupational Health and Safety Act. Through this assignment you will assume responsibility to ensure compliance for the act and regulations at the worksite. To assure the department that you can fulfill these responsibilities this contract clause requests you submit a completed worksite specific Safety Plan. Since we are endeavouring to have a consistent safety plan with all employers at a worksite we ask that you complete and review the attached safety plan with other employers at the worksite including Alberta Sustainable Resource Development's project manager for your contract.

"Certifying Partners" issue "Certificates of Recognition" to those employers that pass an occupational health and safety audit. "Certifying Partners" provide training and other program requirements including audit services within the Partnership standards for both small and large employers. Their OH&S program requirements, services and fees vary so you are encouraged to make enquiries with the "certifying partners" and participate with the one that will best meet your needs.

If you do not have a valid "Certificate of Recognition" and your business is a member or associate member of the Alberta Construction Safety Association or your payments to the Workers Compensation Board support this association we would encourage you to contact Trishia Comeau with the Alberta Construction Safety Association at (780) 453-3311 to obtain training, audit services and ultimately a "Certificate of Recognition"

Insurance Information

Certificate of Insurance

Over the past years there has been some confusion regarding the insurance requirements stipulated in our contracts. The department standard contracts require that contractors complete either a Standard Certificate of Insurance (FIN 21A) or a Simplified Certificate of Insurance (FIN 21B).

The applicable Certificate of Insurance is attached as a schedule to the contract form. All completed certificates must have the signature of an authorized agent of the insurance company. Faxed copies of the certificate may be accepted.

Insurance coverage requested in the contract is indicated on the certificate. Depending on the project, contract managers will use the proper certificate to ensure that the insurance coverage requested is adequate. In most instances, the Standard Certificate of Insurance (FIN 21A) will be used.

Contractors must ensure that subcontractors have the required insurance coverages. For high-risk or significant contracts, the department can request contractors to provide copies of certificates of insurance (FIN 21 or equivalent form) from their subcontractors.
